All this takes time which is difficult to accept if the violation is next door to your home. In this instance, Code Enforcement is aware of the problem and due notice has been given.

Text Box: Americans have, perhaps even take for granted, the right of free speech. In 1791 the IV Amendment was adopted and states in part: “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated…”
The message, pictured at the right of this article, obviously placed by a frustrated neighbor and designed to embarrass city officials, serves to remind us of these two rights. It is worth taking a few moments to reflect upon the deeper meaning of the condition alluded to in the message.
The problem is tall grass growing on abandoned property at 3rd St. and Sycamore St. It is abandoned in the sense that the owner has left and it is now controlled by a lending institution located in Text Box: a different state (Utah). City ordinance requires that weeds be kept under twelve inches in height. 
Of course, the neighbor expressed his right to free speech by erecting a sign calling attention to the condition. (Does anyone care to express an opinion as to whether or not the neighbor had the right to enter onto someone else’s property to place the sign?).
However, to protect YOUR rights, the city does NOT have the right to enter upon private property until such time as the owner has been notified of the violation and given time to correct the problem. After due notice has been given, the city may enter upon the property, cut the grass and charge the property owner for any reasonable expenses incurred. Too often, however, lending institutions sell and resell
